How do we get positive, enthusiastic support from the Govt Teachers?

The Context:

Govt Teachers get paid between Rs. 15,000 to Rs. 20,000 per month, based on their experience.

Vidya Volunteers with BEd qualification are paid Rs. 3,500. From MTWF, we provide Performance Based Monetary Incentives of upto Rs. 3000 to the Vidya Volunteers at the school.

We have been encountering attitude of non concurrence to any of the ideas that we propose from the Govt Teachers, while the same is met with enthusiasm from our vidya Volunteers

The Govt Teachers seem to be resisting the idea of working. We need help!
